I have noticed that it is less likely for ringers of front bells to call touches than ringers of back bells; indeed some ringing masters give every impression of assuming that it is only if you ring a back bell that you are capable of being a conductor.
You most certainly can, however, call touches from front bells too, even when you are learning to call and conduct. You may need to just have a quiet word with the person running the ringing to let you get some practice - for example, when they ask if there are any requests for touches.
... amongst others of course!
